When we are frightened of something, the first thing we do is either to run or tremble in fear. When we have a phobia over something, we would usually sweat first, and a pounding feeling in our chest will become evident.
The same thing also happens to our furry friends. This thing usually occurs because something traumatic has happened in the past, and we never want to go back to the feeling ever again.
The most common phobias in humans are usually social phobias, which are typically caused by bullying, humiliation, and even abuse. In other words, the harsh scenarios of life contribute to our phobias.

According to the uploader, the two-month-old pup was found abandoned and saved by the animal shelter.
The brown puppy looked all scared at the sight of the people checking him from the cage. He was visibly shaking and did not want to look at the people anymore. He kept looking on the ground, even if he was being petted by the right people.
From the looks of it, we can say that perhaps, the dog was scared of the human touch. Something from the past might have happened to him.
